The COM refers to the PORT. If you can't connect to the port, then there is something which blocks the connection from the software to the device through the COM port. I recommend re-installing the drivers. Go to Device Manager using Start > Run > devmgmt.msc and locate the COM ports. Right click the device and select uninstall. Install the software and drivers again and connect to the computer.
My SignX Media Editor will not open. When I try to open the application, a pop-up comes up that says "A problem caused the program to stop working correctly. Windows will close the program and notify you if a solution is available." I already tried uninstalling the program and then reinstalling it. Any suggestions?

Try to install the application again using a new download package from the official website. This should fix the shut down issue. It's possible you're using an outdated version of the application.
Go to Start > Control Panel > System and Security > Windows Firewall > Allow a program through Windows Firewall and check the box next to SignX Media Editor. If you can't find the game in the Allowed programs and features window, press the Allow another program button, navigate to the installation directory, select the executable file and press Add.
After that, from the Advanced Settings select Inbound Rules > New Rule. Check the Port box, click Next, select Specific local lorts, type 5200, click Next and follow the self-explained steps. Also, make sure your security program doesn't block the connection.
If you're trying to send the message to an RGB sign, you shoud connect to the wireless router for each sign before sending your message. Right-click the Wireless icon from System Tray, select the wireless access point and follow the provided instructions.
